In today’s digital age, identity verification has become a critical part of accessing financial, telecom, and government services. But carrying physical documents or relying on internet-based KYC isn’t always convenient or secure. UIDAI launched Aadhaar Paperless Offline e-KYC Verification for this in order to allow Aadhaar number holders to voluntarily use it for establishing their identity in various applications in paperless and electronic fashion, while still maintaining privacy, security and inclusion.

What is Aadhaar Paperless Offline e-KYC 

Aadhaar paperless offline e-KYC is a safe, shareable document that any Aadhaar number bearer can use to verify their identity offline. To use this capability, an Aadhaar number bearer must generate a digitally signed Offline XML by visiting the UIDAI website. 

The Offline XML will include Name, Address, Photo, Gender, DOB, hash of registered Mobile Number, hash of registered Email Address, and reference id, which is the last four digits of the Aadhaar number followed by a time stamp. It will provide Offline Aadhaar Verification facility to service providers/Offline Verification Seeking Entity (OVSE) without the need to collect or store Aadhaar number.

Importance of Aadhaar Paperless Offline e-KYC 

The UIDAI offers an online electronic KYC service to authenticate the identification of Aadhaar number holders. The e-KYC solution delivers validated, quick identification verification while drastically lowering the cost of paper-based verification and KYC. However, this type of online e-KYC is not available to all agencies and may not be appropriate for any of the following reasons:

  • Online e-KYC requires stable connectivity.
  • The agency must have technical infrastructure to call online e-KYC service and install devices (if necessary).
  • The Aadhaar number bearer may have to produce biometrics for the online e-KYC.
  • UIDAI keeps a record of KYC requests for audit purposes.

Advantages of Aadhaar Paperless Offline e-KYC

Aadhaar holders may share KYC data without UIDAI's knowledge. Aadhaar paperless offline e-KYC offers the following benefits-

Privacy: 

  • The Aadhaar number of the Aadhaar number bearer is not divulged; instead, a reference ID is provided.
  • No core biometrics (fingerprints or iris) are required for this verification.
  • The holder of an Aadhaar number gets to choose which data (demographics and photo) to share.

Security:

  • UIDAI digitally signs Aadhaar KYC data, ensuring authenticity and preventing manipulation.
  • The Agency can validate the data using their own OTP/Face Authentication.
  • KYC data is encrypted using the phrase provided by the Aadhaar number holder, allowing them to control their data.

Inclusion: 

  • Aadhaar Paperless Offline e-KYC is a voluntary process initiated by Aadhaar number holders.
  • Any agency working with people can utilize it with the approval of the Aadhaar number bearer, allowing for widespread use.

How Does it Work?

Aadhaar Paperless Offline e-KYC eliminates the necessity for the Aadhaar number bearer to give a photocopy of the Aadhaar letter, instead allowing the Aadhaar number holder to download the KYC XML and provide it to agencies who want his/her KYC. The agency can verify the KYC information provided by the Aadhaar number bearer in the manner outlined in the following sections. The KYC details are in machine-readable XML that has been digitally certified by UIDAI, allowing the agency to verify their authenticity and detect any tampering. The agency may additionally authenticate the user using its own OTP/Face authentication procedures.

How to Generate Offline Aadhaar XML?

The procedure for generating Aadhaar Offline e-KYC is described below:

  • Visit
  • Click 'Login', then enter your Aadhaar or VID number and the security code displayed in the captcha challenge. Then click the 'Send OTP' option. 
  • Enter the OTP received on your Aadhaar-registered mobile number into the corresponding area.
  • Your Aadhaar dashboard will open, with a variety of options available. 
  • Click the 'Offline eKYC' button.
  • Enter a sharing code for Aadhaar's paperless e-KYC file. This code must be entered to access the file and can be any four-digit code of your choice. 
  • Once you've entered the share code, click 'Download'. 
  • A ZIP file containing your eKYC will be password protected using the aforesaid Share Code.
  • The downloaded zip file must be shared with the KYC verifying organization that supports KYC verification using offline paperless Aadhaar. 
  • The Offline Aadhaar XML can also be obtained via the mAadhaar app.

Who are the Users of Aadhaar Paperless Offline e-KYC?

Any Aadhaar number bearer who wants to prove his or her identification to any service provider (OVSE) using digitally signed XML downloaded from the UIDAI website can use this service. The service provider should have provisions for offering this Aadhaar Paperless Offline e-KYC at their facility and doing the offline verification.

How to Obtain Aadhaar Paperless Offline e-KYC Data

Aadhaar number holders can receive Aadhaar Paperless Offline e-KYC data via the following channels:

  • Download Aadhaar Paperless Offline e-KYC from the mAadhaar portal (https://resident.uidai.gov.in).

Aadhaar Paperless Offline e-KYC is also available through the mAadhaar mobile app on registered phone numbers.

  • Inbound SMS with registered phone number
  • Aadhaar Seva Kendra uses biometric authentication.

What Data is covered in e-KYC

When downloading/obtaining offline e-KYC data, the XML includes the following fields-

  • Aadhaar number holder's name
  • Download reference number, and address
  • Photo
  • Gender
  • Date of birth
  • Mobile number (in hashed form).
  • Email (in hashed format)

Aadhaar Paperless Offline e-KYC data is encrypted using a "Share Phrase" issued by the Aadhaar number holder during the download process, which must be shared with agencies to read KYC data.

How to Share Aadhaar Paperless Offline e-KYC Data

The Aadhaar number holder may supply the verifying agency with Aadhaar Paperless Offline e-KYC data in digital or physical format, together with their sharing phrase.

Digital Format: XML/PDF.

  • This format is preferred when a high-quality photograph is needed.

Printed Format: QR Code

  • When an Aadhaar number holder prefers a physically printed format
  • Low-resolution photograph for ocular evaluation only.

How is Aadhaar Offline Paperless eKYC different from other identification documents?

Identity verification is as simple as submitting an identity document to the service provider, such as a PAN card or passport. However, all of these documents that can be used for identity can still be forged and counterfeit, and they may or may not be verified offline instantly. The document verifier lacks technological methods to check the document's legitimacy or the information it includes, thus he or she must rely on the document maker. In contrast, the XML file generated by the Aadhaar number bearer utilizing Aadhaar Paperless Offline e-KYC is a digitally signed document employing UIDAI digital signature. Thus, the service provider can validate the demographic contents of the file and certify it as authentic when completing the offline verification.
