What is Bharat Bill Payment System (BBPS)?
Bharat BillPay is a Reserve Bank of India (RBI)-designed platform powered by the National Payments Corporation of India (NPCI). It is a one-stop ecosystem for paying all recurring bills, offering all consumers in India an interoperable and accessible "Anytime Anywhere" bill payment service with certainty, reliability, and transaction security.
Bharat BillPay enables customers to make payments across India using both physical payment collection outlets (bank branches, agent collecting stores, etc.) and digital channels (apps, websites, etc.). The platform enables speedy settlements, accepts different payment methods, and provides millions of customers with access to over 21,000 Billers.
How does the Bharat Bill Payment System work?

Scope of BBPS

The system's functionality will be expanded to include payments for services other than those stated above, such as government taxes, school fees, mutual fund payments, insurance premiums, and so on, as notified by the RBI . Participants of the System
The BBPS is primarily divided into two authorised participants who carry out distinct activities, resulting in a two-tiered system. They are:
Bharat Bill Payment Central Unit (BBPCU)
This will be the sole unit authorized to operate BBPS. The unit will provide criteria for operational, technological, and business development for both participants and the entire system. It will also handle the settlement and clearance processes. Until BBPCU is established as a separate organization under NCPI, the NPCI (National Payments Corporation of India) would be considered BBPCU for the purposes of efficiently implementing BBPS.
Bharat Bill Payment Operating Units (BBPOU)
The Reserve Bank of India authorizes the BBPOU to operate in accordance with the BBPCU's regulations. In contrast to a single BBPCU, the Bharat Bill Payment System allows for numerous BBPOUs to operate smoothly. The BBPOUs will operate in tiers, with a network of agents providing further support. It will operate with a variety of billers, payment gateways, agency networks, aggregators, and customers to manage bill payments. Banks and non-bank entities are both allowed to operate as BBPOU. Other BBPS participants will include banks, payment gateways, billers, service providers, agents, and so on.
Accepted Modes of Payment
The Bharat Bill Payment System offers a variety of payment options, including cash, plastic money, debit and credit cards:
- Internet Banking Payment options include NEFT, e-wallets, UPI, IMPS, and prepaid cards.
- The system also accepts payments through a variety of channels, including the internet, mobile, ATM, bank branch, agents, and POS.
- There are also a variety of payment alternatives accessible, such as fully, partly, excess, minimum, etc.
Bharat Bill Payment System Rules
All participating entities must follow all BBPS policies and guidelines as mentioned:
- The BBPS services will be available 24/7, thus participants must maintain their connectivity accordingly.
- Billers will have access to both online and offline modes of connection.
- Transactions will be sent on an approved network that connects all system participants to the BBPCU.
- Customers' data will be carefully protected, and strong security measures will be implemented.
- Settlement of ON-US and OFF-US transactions shall be monitored and appropriated in accordance with the Settlement Guarantee Fund system.
- Transaction and settlement reports should be obtained from BBPCU on a daily basis to ensure that accounts are reconciled.
