UIDAI’s New Aadhaar Rules: Updated Document List for All Age Groups

The Unique Identification Authority of India (UIDAI) has modified the rules for Aadhaar enrolment and rectification with the Aadhaar (Enrolment and Update) Third Amendment Regulations, 2025. The most recent modifications update the list of documents that can be submitted as proof of identity, address, relationship, or date of birth. The new lists encompass all age groups, including children, adults, and senior folks. The UIDAI has enlarged its categories to incorporate more government-issued certificates, digital IDs, and official records. According to the authority, the improvements are intended to make the enrolment and updating process more dependable and user-friendly for residents. 

Aadhaar new rules

Documents for 18 Plus

The new list explains which documents for adults are valid in four categories i.e. proof of identity (PoI), proof of address (PoA), proof of date of birth (PoB), and proof of relationship (PoR).

  • Key PoI and PoA papers include an Indian passport, voter ID, ration card, driver's license, government service IDs, pensioner or freedom warrior ID cards, MGNREGA employment cards, caste certificates, and certificates issued by MPs, MLAs, or gazetted officers in the UIDAI-required format.
  • Residents can also present current utility bills, electricity, water, mobile, broadband, and gas bills that are no more than three months old. Property tax receipts, government allocation letters, one-year insurance policies, bank passbooks or statements, and registered sale or lease documents are all acceptable forms of address proof.
  • UIDAI continues to accept birth certificates, passports, board or university marksheets with the date of birth, pension orders with the DOB, and certificates issued by a gazetted officer or tehsildar for PoB purposes.
  • PoR is primarily accepted for Head-of-Family (HoF) membership and can include birth certificates, MGNREGA job cards indicating family connection, caste certificates displaying parent names, family relationship certifications given by authorities, and court rulings on legal guardianship.

Documents for Children

UIDAI has prepared lists for children under five and those aged five to eighteen.

Under 5 years

Birth certificates and HoF-based enrolment documents continue to be the most widely recognized credentials.

Ages 5-18

Children may submit any PoI or PoA document permitted for adults, as well as any PoB record, such as a birth certificate or a school-issued document indicating the date of birth. HoF-based enrolment is still permitted with a valid PoR.

Updated Rules for Aadhaar Repairs.

UIDAI has also refined the documents that are acceptable for upgrading Aadhaar information across all ages. The list overlaps with the enrolment list, but it also includes marriage certificates, divorce decrees, gazette notices for name changes, bank statements, address updates from close family members, and prisoner induction paperwork.

In some situations, such as certificates provided by public representatives or shelter home authorities, UIDAI may require additional verification.

Special Provisions for Foreign Nationals.

The updated guidelines also state that Overseas Citizen of India (OCI) cardholders, Long-Term Visa holders, and Nepalese and Bhutanese nationals who have remained in India for at least 182 days in the previous 12 months must use a distinct set of acceptable documents.

By expanding the list of acceptable documents across age groups including children, adults, senior citizens, and even foreign nationals. UIDAI has ensured that more residents can easily enrol or update their Aadhaar without unnecessary hurdles. The addition of modern digital IDs, wider address proofs, and clearer relationship documents will further streamline verification and reduce repeated visits or documentation gaps. With these changes, Aadhaar services become more accessible, transparent, and supportive of India’s diverse population, reinforcing UIDAI’s goal of building a secure and efficient identity infrastructure for all.
